IT Project and Portfolio Management
Develops and owns the IT project management methodology. Responsibilities include:
• Establishing best practices, techniques and tools for project planning, execution, project management, milestone and deliverable tracking, communications and key performance metrics; Implementing and communicating the IT project management methodology to users; and Assisting, coaching and supporting IT and other departmental staff in managing and administering technology projects.
The focus is on creating processes and work styles within the branch that reflect corporate expectations for partnership and reliable performance. This will likely include identifying and implementing changes to project planning and project delivery processes within the overall portfolio of approved technology projects. This position oversees and/or manages large, complex or strategic technology projects on behalf of the Corporation. As success in project execution and performance improves, the position will also contribute to strategy development and broader technology asset management and reporting issues identified in the Corporate IT Strategy.
Manages the overall IT portfolio, reporting on project status and issues to the IT Governance Committee and other senior leaders. Establishes and integrates operating checkpoints and milestones into the project management process to ensure compliance with project management standards and practices.
Conducts and/or oversees post project implementation reviews, including the documentation and maintenance of a ‘lessons learned’ register. Ensures project management practices and techniques are adjusted and revised as required to reflect continuous improvement opportunities in project planning and delivery.
Accepts, reviews and assesses status reports, change requests and requirements documentation to ensure smooth project progression. Maintains regular contact with user departments to ensure issues are identified and addressed in a timely, effective manner
Works individually and/or collaboratively to prepare project management documentation, business cases, reports, plans and recommendations.
Resource Management
Responsible for identifying and gathering project resource needs; identifying resource challenges; and providing resolution to conflicts as part of the IT portfolio evaluation process
Leads the development of, or makes significant contributions to, Terms of Reference and procurement/tender documents and associated evaluation criteria for technology procurements. Provides input and/or makes recommendations on the hiring of consultants and external resources to assist with/undertake IT studies and work, as required. Monitors contract work and administers agreements/contracts in accordance with City policies/procedures.
Negotiates with business leaders within the Corporation to secure resources required to support corporate technology projects. Using various channels, ensures communication is open, timely and effective for maintaining leadership commitment to the projects’ expected outcomes.
Develops/selects and consistently applies valid and reliable tools to accurately match and monitor resource capacity to the proposed project and/or program.
IT Governance
Leads, promotes and facilitates implementation of the IT governance framework throughout the Corporation. Responsible for developing terms of reference for committees and other policies/procedures as needed. Shapes and influences City leaders’ perception of the IT governance process and its value to the corporation and the community.
Participates as a member on the IT Portfolio Evaluation Committee, defining and carrying out intake, evaluation and ranking processes associated with IT portfolio management.
Participates on steering committees and/or working groups as assigned, working with business units and others to identify and develop short and long term technology business strategies and plans. Provides IT expertise and industry knowledge to shape and inform advancement of technology opportunities and solutions.
Customer Service & Vendor Relationships
Develops a collaborative working environment where staff build strong positive working relationships with corporate business units and stakeholders. Works with senior managers and staff across multiple departments and business areas to ensure the Branch is poised to anticipate, rather than react, to issues/risks.
Understands and translates client business requirements, roles and processes to ensure technology is leveraged in an efficient and effective manner to support service delivery and operational duties.
Undertakes, coordinates and/or leads in collaboration with other staff, business process re-engineering to improve staff productivities in use of technology.
Fosters and maintains positive working relationships with vendors to ensure objectives are achieved, expectations are met, communications are ongoing; monitoring performance to ensure contract commitments are fulfilled and problems are solved.
Responds to inquiries from, and/or liaises/consults with business units, vendors, suppliers, consultants and other governments/agencies/organizations.

Staff Supervision and Branch/Department Administration
Assesses branch staffing needs, makes recommendation on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring recommendations.
Supervises branch staff including staff development, performance management/review, coaching/mentoring, staff engagement, rewards and recognition, health and safety, collective agreement administration, discipline and termination recommendations.
Prepares and recommends annual Branch budgets and longer-range forecasts. Provides input into the corporate annual budget process on matters related to information technology issues/programs such as department, branch or specialized programs and needs. Administers/monitors the approved budget including authorization of expenditures. Contributes to branch and departmental work and business planning.
Develops and coordinates the department’s annual Business Plan, with specific responsibility for the IT capital budget component of the Plan. Liaises with staff both within and outside of IT to ensure annual and multi-year workplans are prepared to address capital spending requirements. Works with the IT Director in managing the overall Business Plan, reporting on variances and ensuring the Plan is implemented.
Leads and participates in the development of procurement documents and the evaluation and award of contracts. Oversees and participates in the purchasing and administration of contracts and other purchases in accordance with City policies and procedures.
Develops standards, processes and procedures for enhancing the efficiency and effectiveness of the Branch. Regularly reviews and evaluates branch administrative and service delivery processes with a view to streamlining and updating practices.
Participates in the development of department policies and procedures.
Attends Council/Committee and/or other meetings, as required; makes presentations and provides advice/guidance on business/client technology issues and policy/program matters.
Participates on the department management team and serves as Acting Director, as required.
Attends to afterhours emergencies and/or meetings as directed/required.
Performs other duties as required.
1. 4 year Honours degree in a related field (e.g. Business; Computer Science)
2. Minimum of 7 years progressive experience in the information technology field which includes project, program and portfolio management, cost analysis, resource allocation (human, financial and material) and strategic planning.
3. Strong customer focus with exceptional interpersonal skills including collaboration, facilitation, negotiation and communication
4. Demonstrated experience operating within or leading a project management office.
5. PMP certification
6. Excellent demonstrated strategic thinking, business analysis, planning and execution skills
7. Proficient in IT procurement and assessing industry trends, asset management best practices, and total cost of ownership analyses
8. Demonstrated experience simultaneously overseeing multiple complex projects involving interdisciplinary and interdepartmental teams and achieving desired results by meeting timelines, budget and performance objectives.
9. Ability to create and sustain high caliber teams with permanent and temporary work groups, in a unionized environment
10. Change management experience with demonstrated success in achieving planned outcomes, on time and on budget
11. Ability to create, facilitate, communicate and influence the balance between short term requirements or requests and long range business plans
12. Experience coordinating, developing and managing a capital budget to maximize effective use of resources towards achieving corporate and department priorities
13. Working knowledge of software specifications, configuration and design techniques; database management; infrastructure platforms; IT security; and systems integration and performance approaches
14. Proficiency in MS Project and MS Project/Portfolio Server 2007/2010, MS Office Suite (including Visio, PowerPoint, InfoPath), Adobe products, financial systems and budget tools
The normal hours of work are currently from 8:30 a.m. to 4:30 p.m., with a one-hour lunch period per day, Monday through Friday (35 hours per week) but some non-standard hours may be required.
Salary (Under Review) This is currently a Level-13 position on the Non-Union Pay Scale with a 2012 pay range of $77,604 to $94,330 per year.
